Position Summary: Under the direction of the Facilities Director, the Facility Manager directs the operation of the Facility Maintenance Department by planning, coordinating, and managing the operations and functions of the organization related to the mechanical/electrical infrastructure systems and equipment (HVAC, Plumbing, Electrical and Mechanical).
Manage all operations relating to facilities management which include plant operations, buildings and grounds.
Manages operation and maintenance activities by preparing estimates, schedules and plans, monitoring the progress of projects, preparing reports, performing inspections of work in progress, and documenting infrastructure conditions for future projects.
This list of duties and responsibilities is illustrative only of the tasks performed by this position and is not all-inclusive.
Essential Duties & Responsibilities: Work with the Facility Maintenance team in planning the use of workers, equipment, facilities, materials, and tools on a project-by-project basis using work schedules and sequence of operations to meet established objectives and goals.
Manage individual(s) including but not limited to: hiring, training, assigning work, manage & evaluate performance, conduct professional development plans.
Ensure that the productivity and actions of that group meet/support the overall operational goals of the department as established by department leadership.
Develop and adhere to departmental staffing, revenue and/or expense budgets.
Respond to changes in the business which may affect the ability to achieve the budget goals.
Assign daily, weekly, and monthly preventive and general work based on established methods, procedures, policies and goals.
Assist work leaders and Supervisors in prioritizing work orders by taking into account overall hospital needs and input from the work request originator.
Unusual situations and conflicts regarding perceived overall hospital needs are referred to the supervisor for decision.
Stay informed of work assignments’ progress, adjust schedules as needed, manage overtime requests.
Recommend changes to schedules, priorities, and work sequences as necessary and makes minor deviations in procedures or redirect resources under their control to overcome problems such as equipment failure, material delays, or unplanned absences.
Notify supervisor when revisions to established priorities, personnel or other resources are required.
Identify the supplies, materials and personnel needed on a yearly basis for the supervisor's review and inclusion in the annual budget.
Plan, create and place orders for spare parts to address urgent repair and maintenance needs.
Maintain parts inventory.
Manage essential electrical, medgas, life safety inspections, testing and maintenance activities.
Document the results of these activities for regulatory compliance.
Coordinate with third-party vendors and other customers to ensure all testing and maintenance projects and documentation are accurate and received in a timely manner.
Oversee Preventive Maintenance (PM), and add new items and equipment to PM schedule as needed with the advice and consent of supervisor, set performance standards for subordinate employees.
Complete formal and informal performance appraisals.
Schedule and approve leave requests for subordinates.
Recommend to supervisor, promotions, reassignments and other personnel actions prior to initiation.
Counsel employees on problems and resolves informal complaints through discussions with employee, and document such counseling and annual reviews.
Recommend minor disciplinary actions (e.
g.
, reprimands) and refers more serious disciplinary actions to supervisor for resolution and document such actions.
Review job descriptions for currency and accuracy and makes necessary changes.
Interview candidates for vacancies and recommend selections.
Identify employees' training needs, and initiate actions to request necessary training.
Enforce compliance of Safety Standards.
Ensure the shop acquires and accounts for the tools necessary to complete the mission of the department.
Ensure all subordinates have appropriate personal protective equipment and tools.
Ensure all maintenance staff has minimum mandatory competenices, annual training, and other safety requirements (vaccinations, etc).
Ensure that a log of all Materials Safety Data Sheets (MSDS) is kept current.
Report all incidents using approved format.
Maintain the Computerized Maintenance Management System (CMMS).
Will create monthly, quarterly, and yearly reports and records.
Provide leadership and motivate subordinates to operate as an effective work unit.
Update and review Policies and Procedures on a yearly basis or as needed.
Coordinate and supervise the Facility Maintenance Department’s On-call program.
Willing to go into the Operating Rooms to do maintenance work when requested.
Rotating on call will be required.
Perform other duties as required.
Knowledge, Abilities, Skills, and Certifications: Demonstrate a working knowledge of code and other requirements for documentation procedures related to inspection, testing and maintenance.
Thorough knowledge and understanding of hospital facilities operations, maintenance and repair of complicated equipment, the functioning of hospital building systems and their inter-relationships to provide comprehensive building environmental control and support of patient care.
Working knowledge of all building maintenance trades and specialized knowledge of at least one recognized trade such as Boiler Operations, Electrician, Plumber, or Carpenter, but not excluding others.
Knowledge of various applicable Federal and State Code and regulations, including CMS standards, OSHA Standards, National Electrical Code, NFPA codes 101 and 99.
Familiarity with codes regarding medical gases and flammable gases.
Must have a working knowledge of plumbing, electrical, mechanical and HVAC systems.
Knowledge of Computerized Maintenance Management Systems, Building Automation System, Microsoft Office software, and personal computer use.
Skill in ordering parts/supplies and help maintaining an inventory to minimize downtime to the operation.
Ability to protect the asset value of facility and equipment by diagnosing and overseeing preventive maintenance and repairs to physical structures and equipment.
Ability to train and counsel subordinate employees Ability to wear a respirator and/or self contained breathing apparatus when needed.
Ability to effectively communicate on radios; and hear over equipment noise.
Ability to keep records and prepare reports.
Ability to establish and maintain effective working relationships with other employees, vendors, and the general public.
Ability to communicate effectively, both orally and in writing.
Ability to work long hours in inclement weather and emergency situations, such as snow removal operations, storms, etc.
Ability to use and operate the tools and equipment of the building maintenance and construction trades in a safe and effective manner Ability to plan, organize, schedule, assign, and evaluate the work of subordinate employees A record of satisfactory performance in all prior and current employment as evidenced by positive employment references from previous and current employers.
Ability to speak the Navajo language and/or familiarity with the Navajo Way.
Ability to lead a multi-discipline team both as a supervisor and in a technical capacity.

While performing the duties of this job, the employee may be required to frequently stand, walk, sit, bend, twist, talk and hear.
There may be prolonged periods of sitting, keyboarding, reading, as well as driving or riding in transport vehicles.
The employee must occasionally lift and/or move up to 50 pounds.
Specific vision abilities required by this job include reading, distance, computer, and color vision.
Talking and hearing are essential to communicate with patients, vendors and staff.
There are a number of deadlines associated with this position.
The employee must also multi-task and interact with a wider variety of people on various and, at times, complicated issues.
Must possess the strength and balance required to climb onto equipment (often with precarious footing).

Normal office conditions exist, and the noise level in the work environment can vary from low to moderate.
Limited overnight travel may be required from time to time.
