JOB The purpose of this position is to supervise the staff and operations of the Treasurer's Office, ensuring accurate tax information and customer service while generating revenue for Gila County to meet its goals and objectives.
This position supervises and coordinates administrative and staff activities in support of the Treasurer's Office.
The supervisor establishes and maintains communication with the County Assessor’s and Recorder's Offices, directs and supervises the collection of property taxes, and monitors expenditures, communicating with the Treasurer regarding budget maintenance.
Further responsibilities include providing staff training and maintaining the Treasurer's Office.
EXAMPLE OF DUTIES SUPERVISORY RESPONSIBILITIES Provides recommendations on evaluating performance of employees; handling grievances; employee training and employee coaching.
ESSENTIAL DUTIES AND RESPONSIBILITIESTIME SPENTSupervises daily operations for receipt of monies and provision of customer service; processes payments from tax services and large taxpayers; responds to complaints and answers inquiries; provides training on new procedures to tax department staff; ensures accuracy of records for monies kept in safe and of daily balancing; maintains monies used to cash jurors' vouchers; and provides backup on telephones and counter.
20%Creates and administers Tax Lien Sale according to Arizona Revised Statutes; processes certificates; liaises with investors during foreclosure process, notifies taxpayers, and administers Treasurer Deeds when ordered by court; processes reports for payment of subsequent taxes and processes such payments; maintains records in Tax Lien Sale books; and prepares 1099 forms for investor interest earned and reports to IRS and investors.
10%Processes tax roll corrections and generates corrected tax bills or refunds to taxpayer, which involves liaison with Assessor's Office and conducting research; sends demand to Board of Supervisors for additional funds to pay penalties, if necessary.
10%Monitors budget, maintenance agreements and contracts; pays invoices according to budget; monitors office inventory log and makes any changes needed; and files annual report with procurement department.
10%Creates and coordinates mailing of delinquent letters to public; monitors outgoing mail and composition of correspondence, if needed; processes Certificates of Clearance on personal property.
10%Assists Chief Deputy Treasurer in submission of tax roll to printer and in verification of tax rates; provides tax service companies with new tax roll each September in addition to, throughout year, electronic files and data which generates revenue.
10%Monitors bankruptcies and submits claims or notifications to investors; monitors parcel changes, whether split or combined with another parcel; ensures advertisements and website are updated; collaborates with Sheriff's office on preparing forms to seize personal property for sale; prepares new title applications following auction completions; and prepares property tax credit forms and affidavits for individuals to file for state income tax refunds for returning of property tax payments.
10%Acts as office manager in absence of Treasurer and Chief Deputy.
10%Assists Chief Deputy on deeding properties to State of Arizona or processing property sales through Board of Supervisors.
10% Performs other duties as assigned.
BUDGET RESPONSIBILITIESThis position provides research support on Department budget.
Maintains maintenance agreements and settle dues; maintains contracts related to office expenditures and generates “Treasurer on Demand” data and information.
PROJECT RESPONSIBILITIESProvides project research support on technology projects, employee training and development projects.
ORAL COMMUNICATION DUTIESThis position trains colleagues and explains County procedures or processes.
WRITTEN COMMUNICATION DUTIESThis position creates or edits documents, internal memos, emails, reports and formal letters.
INTERACTIONS WITH THE GENERAL PUBLICInteracts regularly with internal coworkers and other departmental personnel over the telephone, by email, and/or in person.
Incidental contact with the public may occur as part of the work location.

WORK ENVIRONMENTIncumbents in this position constantly spends time in office environment and regularly spends time in lobby environment.
SAFETY RISK EXPOSUREIncumbents in this position are generally not exposed to safety risk; may occasionally become exposed to telephone or in-person verbal abuse by customers or citizens, and individuals with a high-level of emotional distress.
PROTECTIVE GEAR & SAFETY MANUALSIncumbents in this position are required to constantly follow written safety procedures and manuals relevant to the division or department.
