➢ Work requirements: Work is performed in a standard office environment and in the field when responding to public emergency situations.
May require traveling throughout the San Carlos Apache Indian Reservation.
➢ Applicant will be subject to and must pass a background investigation with a favorable determination.
The results of a background check shall only be used for the purpose of determining an individual’s suitability for employment.

*_ ➢ In accordance with the San Carlos Apache Tribe Drug and Alcohol Policy, all potential employees will be tested for the presence of controlled substances as part of the pre-employment selection process.
Applicants who fail to pass the drug test will be ineligible for employment and may not reapply for twelve (12) months thereafter.
This policy has been adopted to provide drug-free work sites and to prohibit working while under the influence of alcohol.
*DUTIES AND RESPONSIBILITIES:* As an Emergency Manager, under the general direction of the Tribal Chairman and general oversight of the Tribal Council, the Emergency Manager ensures that the Tribe is fully prepared to effectively deal with public emergency situations.
Recommends the updating of documents, policies and procedures necessary to improve preparedness, response and recovery operations by Tribal departments, local governments and relevant State and Federal agencies.
Stays abreast regarding physical infrastructure of public and private sectors, and relevant laws, ordinances and codes.
Strategizes with Tribal Program and Department Managers and Directors regarding the utilization of Federal grants available to supplement the department budget.
Designs and oversees the maintenance of public educations and contact programs to strengthen public emergency preparedness.
Assesses public emergency training classes and exercises.
Ensures the continuous improvement of emergency response capabilities by the Tribe.
Assists relevant agencies in maintaining consistent emergency management education standards.
Provides emergency management response assistance to natural and man-made disaster situations through the use of various Tribal and County resources including the Tribal Emergency Operations Center.
Coordinates with Tribal, State and Federal agency representatives to coordinate the delivery of emergency response resources.
Designs, activates and operates Emergency Alert Systems as required.
Coordinates and provides system use training to relevant Tribal programs.
Facilitates and monitors current and past individual assistance programs and communicates with citizens regarding available programs.
Supervises, trains and monitors the performance of emergency response personnel.
Ensures compliance with departmental policies and procedures.
Develops and monitors Emergency Management budgets.
Maintains FCC radio licenses, radio network and facilities for all Emergency Management radio networks.
Responds to Risk Management incidents and accidents involving Tribal equipment and personnel.
Serves as the Tribal representative on the area’s Local Emergency Planning Committee.
Responds to hazardous materials incidents.
Serves as the Tribal Remediation Office and coordinates with US EPA and ADEQ and other regulatory entities regarding clean-up efforts within Tribal jurisdiction.
Services as the Terrorist Liaison Officer.
Perform other duties as assigned.
*QUALIFICATION REQUIREMENTS: * Basic Requirements: Successful completion of a full 4-year course of study in an accredited college or university that led to a bachelor’s degree or higher degree that includes a major field of study in Emergency Management, Public Administration or closely related field.
_*NOTE: Applicant must submit a copy of all college transcripts and/or degree to meet positive education requirements.
*_ In addition to meeting the basic requirements above, candidates must have had seven (7) years of specialized experience.
Specialized experience is supervisory/management experience in disaster planning and emergency services coordination or in a job-related field.
_ *Examples of the type of experience that will be credited are shown above under “Duties and Responsibilities”.
*_ *EVALUATION METHOD AND RANKING FACTORS:* Evaluation will be made of the extent to which experience, education, training, self-development, and/or awards demonstrate that basically qualified candidates possess the Ranking Factors-Knowledge, Skills and Abilities (KSA) described below.
1.
Knowledge of principles and practices of emergency management and their operations plans and policies.
2.
Knowledge of emergency preparedness training exercises and emergency recovery processes.
3.
Knowledge of individual assistance programs.
4.
Knowledge of emergency management equipment.
5.
Knowledge of Federal, State and Tribal laws governing emergency management activities, FEMA rules and regulations and NIMS rules and regulations.
6.
Knowledge of emergency management grant funding sources.
7.
Knowledge of processes for developing and administering departmental budgets.
8.
Knowledge of processes for developing working relationships with non-Tribal agencies working within and adjacent to the San Carlos Apache Reservation.
9.
Knowledge of supervisory principles, practices and methods.
10.
Ability to work in variable/extreme weather conditions and possibility of working around/with hazardous chemicals.
11.
Ability to develop, implement and monitor emergency 12.
Ability to plan, organize and prepare required reports.
13.
Ability to maintain professionalism and a strict standard of confidentiality.
14.
Ability to coordinate with the Tribal Emergency Response Commission (TERC) as governing body to the Tribe.

The Tribal Preference policy applies to hiring, placement, and promotion, transfer or lay off, treatment during employment, and selection for training.
