JOB POSITION SUMMARY Reporting to the County Manager, responsible for guiding the strategic direction and sustained implementation of Behavioral Health, including but not limited to planning, directing, managing, and overseeing the division’s operations.
County behavioral health activities include direct care services and associated and contracted community and behavioral health programs.
The behavioral health division functions as a key component of the social safety net for the community, and network of behavioral health providers.
It addresses the needs of individuals as it relates to substance use disorder, behavioral health crisis, addiction treatment, and harm reduction efforts.
Responsible for maintaining large-scale collaborations within Bernalillo County (including Public Safety, data sharing, and relevant criminal justice initiatives encompassing behavioral health issues), local, state, and national government and non-governmental entities involved in behavioral health, and behavioral health community providers and stakeholders.
Employee supervision includes hire selection, training oversight, performance assessment, coaching, disciplinary, and termination actions.
DUTIES AND RESPONSIBILITIES SUMMARY: Assume full responsibility for all Behavioral Health Division administrative operations, including 24-hour direct care campus, transitional and supportive housing, county re-entry centers, temporary/emergency shelters, and community-based programs.
Develop, recommend, and administer policies and procedures for effective behavioral health programs and facility management.
Manage the development and implementation of the division’s vision, mission, strategic goals, objectives, policies and procedures, funding initiatives, and methods/models of service delivery for behavioral health and care programs.
Oversee enforcement of and adherence to applicable ordinances and regulations and behavioral health standards required in each professional field of discipline, relations with other governmental agencies, development of proposals for participation in federal and state-funded programs, and all mandatory compliance practices governing each area of responsibility.
Establish appropriate service and staffing levels, monitor and evaluation the efficiency and effectiveness of administrative and service delivery methods and procedures, and allocate resources accordingly.
Plan, direct and coordinate, through subordinate level staff, and local partnerships, the division’s vision, mission, strategic plan objectives, policy, and priorities; ensure the appropriate assignment of projects and programmatic area of responsibility; review and evaluate division methodologies and procedures and meet with key staff to identify and resolve problems.
Plan, direct, coordinate and implement, through subordinate level staff, and local partnerships, contract oversight, monitoring, and performance management for behavioral health and community health providers, including incorporating data analysis and program evaluations into decision-making and building provider capacity in the community.
Conduct fiscal impact, cost/benefit, project, and program analyses and coordinate the implementation of special projects involving system development, performance monitoring, data systems, customer satisfaction, strategic improvement, and project records.
Oversees the management, resources, and operational activities of the Behavioral Health Division.
Ensure the Division meets statutory deadlines, executes services efficiently, all programs achieve goals, and are operating within the guidelines of federal/state/local laws, regulations, and county policies and proceduresCollaborate and coordinate with Bernalillo County departments, local, state, and national governmental partners, and key stakeholders on applicable impacts on specified areas of responsibilities to include permissible data sharing geared toward continuity of care, Criminal Justice partners, and the Criminal Justice Coordinating Council (CJCC) and Public Safety to include law enforcement, fire and rescue, youth detention and coordination of MCT/FMCT teams.
Plan, direct, coordinate and implement, through subordinate level staff, quality assurance and quality improvement systems for county-wide behavioral health, crisis services, treatment of substance use disorders, and community health services.
Develop, coordinate, and implement, through subordinate-level staff and local partnerships, all the division's harm reduction and behavioral health functions and ensures a holistic approach to behavioral healthcare and program development for the promotion of trauma-responsive, evidence-based practices.
Perform supervisory and managerial tasks, including hiring, termination, discipline, and performance evaluations.
Incumbent(s) in this classification may handle sensitive and/or confidential records, plans, documents, or decisions that require maintaining the confidentiality of sensitive information.
Any one position may not include all duties listed.
However, the allocation of positions will be determined by the amount of time spent performing the essential duties listed above.

EXAMPLE OF DUTIES Master’s Degree in Business Administration, Public Administration, Psychology, Counselling, Social Work, Health Administration, and/or related degree plus twelve (12) years of directly related work experience as it pertains to the purpose of this position to include five (5) years working in a management capacity.
Any equivalent combination of related education and/or experience may be considered for the above requirements.
