HR DIRECTOR FT/REGULAR EXEMPT - LEVEL 15 SALARY: $35.
92 GENERAL DEFINITION: The Human Resources Director is responsible for developing and executing human resource strategy in support of the overall business plan and strategic direction of the organization, specifically in the areas of policy management, talent management, change management, organizational and performance management, training and development, and compensation.
The HR Director provides strategic leadership by articulating HR needs and plans to the executive management team, and to the Tribal Council.
SUPERVISION RECEIVED: Work is performed under the general supervision of the Tribal Administrator SUPERVISION EXERCISED: Directly responsible for all human resources personnel in the department DUTIES: Provides administrative direction and oversight to the Human Resources Department Establish and implement HR efforts that effectively communicate and support the organization s mission and strategic vision.
Develop and implement comprehensive compensation and benefits plans that are competitive and cost-effective.
Provide overall leadership and guidance to the HR function by overseeing talent acquisition, career development, succession planning, retention, training, leadership development, compensation and benefits.
Ensure Confidentiality is maintained at all times.
Comply essential work activities of staff specifically relating to employment, compensation, labor relations and employee relations.
Prepares and monitors operating budget for the department.
Maintains official employment records of all tribal organizational personnel and personnel transactions.
Analyzes compensation policies, prevailing wage rates, and government regulations to develop and maintain competitive compensation plan (scale).
Maintains statistical information on employment factors such as hires, transfers, and performance appraisals.
Assists in development of position descriptions, employment contracts, corrective actions, evaluation of job performance, and in determining appropriate classification and compensation for new positions.
Provides guidance to program directors and managers on employment and personnel matters.
Oversee HR related outsourcing for EAP, background checks, hearing officers, drug and alcohol testing protocol, and third-party Investigations.
Implements and administers the Personnel Policies for the Zuni Tribal Organization.
Effectively interpret applicable HR policies for employees, supervisors, Tribal Administration, and Tribal Council.
Develop essential policies and procedures for recruitment, placement testing, job classification, employee orientation, benefits plan and other employment matters as needed.
Oversees all personnel related processes for compliance, fairness, effectiveness and efficiency.
Provide essential HR Policy and Procedure training.
Develops and implements new employee orientation to foster positive attitude towards organizational objectives.
Acts as the Employee Relations advisor to employees and managers.
Investigates and responds to issues pertaining to employee complaints, harassment allegations, and misconduct violations.
Administers and oversees the employee benefits program.
Serves as the chief administrator for all employee benefits program.
Maintain and evaluate benefit policies and procedures so to ensure compliance for proper utilization.
Works directly with the Benefit Broker for affordable insurance plans for employees within the organization.
Represents the Tribe in employment related hearings and investigations, as applicable.
Keeps records of all insurance coverage and transactions.
Serves as the designated Employee Representative to inform supervisors/employees of all applicable employee benefits programs.
Participates in administrative activities or projects.
Develop HR plans and strategies to support the achievement of the overall business operations objectives.
Functions as a strategic business advisor to the executive/senior management of each Division or specialty group regarding key organizational and management issues.
Work with the organization s executive management team to establish a sound plan of management succession that corresponds to the strategy and objectives of the organization.
Develop comprehensive strategic recruiting and retention plans to meet the human capital needs of strategic goals.
Organize the annual employee appreciation and recognition functions.
Participates in Managers meetings, Tribal Council briefings, and other meetings for the purpose of disseminating information.
Participates in the Budget Review Committee to address personnel issues, budget concerns and other personnel related matters.
Performs other duties as assigned.
MINIMUM QUALIFICATIONS KNOWLEDGE, SKILLS AND ABILITIES: Must be an effective administrator, public speaker and communicator.
Good knowledge of the principles, techniques and methods used in modern human resources management systems.
Good knowledge of federal regulations and applicable laws that impact human resources.
Ability to exercise good independent judgment and make sound, rational decisions in a professional and effective manner.
Ability to analyze and develop effective solutions to human resources management problems and issues.
Knowledge of federal laws that govern public trust, child care and law enforcement positions.
Thorough knowledge of employment-related laws and regulations.
General knowledge of the Affordable Care Act and how it pertains to Native Americans in the employment sector.
Skills in resolving problems and disputes dealing with employee situations and during drug and alcohol test collections and results.
Ability to observe safety precautions and reporting procedures.
Ability to supervise, evaluate, and train personnel.
Must have knowledge of traditional and cultural aspects of Native Americans and the Pueblo of Zuni Tribe.
Knowledge of and experience with varied human resources information systems.
Proficient with Microsoft Office Suite or related software.
Strong supervisory and leadership skills.
EDUCATION AND EXPERIENCE: A BS/BA degree from an accredited college/university in human resources or related field is preferred; with a minimum of 10 years of experience, with at least five years of executive HR experience and at least five years of supervisor HR experience.
OR Associate Degree with fifteen (15) years of experience in Human Resources, with at least five (5) years of supervisor HR experience.
LICENSE AND CERTIFICATES: Must possess a valid New Mexico Driver s License with no DUI/DWI convictions with the past three (3) years.
Must be insurable for Liability purposes.
Driving is an essential part of the duties.
SHRM Senior Certified Professional (SHRM-SCP) or SHRM Certified Professional (SHRM-CP) certification preferred.
SPECIAL CONDITIONS: Position is subject to Pre-employment drug testing.
Position is Safety Sensitive and will be subject to random drug screening for duration of employment.
Must undergo and successfully pass a thorough character background check and FBI Fingerprint check.
Employee will serve on the Tribal Administrator Panel as a member.
The employee will remain a panel member for the duration of employment with the Pueblo of Zuni.
PHYSICAL REQUIREMENTS: Prolonged periods of sitting at a desk and working on a computer.
Must be able to lift up to 15 pounds.
